I am wanting to edge a set of concrete steps with cobble or river stones and then plant a cover between them. How do I go about the prep work?

I think the best approach is to level the area where you want to put stones and lay about 2 inches of builder's sand in the area so you can set the rocks or cobblestones into the sand so the finished project is level and attractive. I just set the rocks into the sand and rotate them back and forth to help set them. Set all the stones first and make sure they are level, then remove a few where you want to plant your plants. The plants will root through the sand and into the soil beneath the sand. You can get lots of other help by talking to the staff at your local Home Depot Store. Best wishes with your project!
