I started to re-pot a perennial I had planted in an outdoor plant last year and discovered the pot soil was full of ants!
Why so many ants and how can I prevent this in the future?

Sounds as though the ants found a nice dry place to spend the winter. There's not much you can do to discourage them except keep the soil moist and to put ant bait near the pot. Wish I had more solutions!
