I have roses that are so heavy that they kind of fall limp on the stem. Is there something I can use to make the stems stronger?

You didn't mention whether or not you regularly prune your roses back. If you don't regularly prune them, the new growth can be weak - weak enough that the stems cannot hold the blossoms upright. Pruning your plants down in December will allow new growth to grow more slowly than it might otherwise, which should result in sturdier canes and more upright blooms. Give this a try and I think you'll find a big improvement in the appearance of your roses.
