Winter damage can cause the leaf distress you describe. Wait to see if your plant flowers on schedule. Whether it does or not, prune away the winter damage in about mid-May. This will give your azalea plenty of time to recover, develop new stems and leaves and produce flower buds for next year's floral display. Enjoy your garden!
