When the flower is spent, cut the entire flower stem down to foliage level and then allow the leaves to die down on their own. You can add bonemeal in the fall by scratching it into the surface of the soil. It will work its way down to the bulb and be in the soil when the bulb begins to develop roots prior to sending up new leaves and a flower next spring. Enjoy your tulips!
