I'm making an 8in. raised bed for vegetables. Do I have to clean the place from dandelion plants before put the new soil on it?

The new topsoil you put over the grass or weeds will keep them from popping up through the raised bed. Eight inches isn't deep enough for the roots of most vegetable plants - 12 to 18 inches is better and will provide plenty of root room so your vegetable plants can thrive.
