AFTER TULIPS AND HYACINTS BLOOM, SHOULD THE PLANT BE CUT DOWN TO THE MULCH?

After the flowers are spent you can cut the flower stem down but leave the foliage alone until it ripens and turns crispy brown. The leaves are busy transporting carbohydrates to the bulb for next year's floral display. If you cut off the leaves your bulb won't flower next year.
