My hemlocks have been planted about 12 years ago. In order to keep them below the window line I prune them alot. There is alot of green leaves but few flowers. What can I do to have them more flowering?

I'm afraid I'm a little confused by your question. Hemlocks do not flower so I don't think that's what you are growing. As for flowering shrubs, the best time to prune them is immediately after they have finished flowering. If you are pruning a lot, you may be accidentally pruning off the flower buds before they get a chance to open. Best wishes with your shrubs!
