I would like to plant vines perferably evergreen, and blooming that could be planted and let year round

Carolina Yellow Jessamine (Gelsemium sempervirens) is a well-mannered climber with profuse yellow blooms. A heat-loving vine, it can also withstand brief dips to 15 degrees F. I think it would be a good choice for your garden.
