could i cover newly planted grass seed s with clear plastic to create a green house effect as opposed to covering with peat moss or straw?

Plastic isn't a good idea because air circulation will be poor and your seeds could develop a fungal disease called damping off. Newly sprouting seeds need moisture and good air circulation. Compost, peat moss or straw will help keep the seeds moist and still promote good air circulation so choose one of those to cover your new seeds. Good luck with your new lawn.
