I planted a small dogwood in a burlap rootball in March. I see no signs of life. Is it dead?

Might be winter kill. Try scraping the bark from a branch and look for green tissue directly beneath the bark. If it's green, it's still alive. If it's brown, it's dead. Hope your dogwood made it through the winter!
