We received 10 inches of rain, expecting 4 more? Do I need to cover the flower bed where the Radicans Gardenia bushes are planted? Some areas in the flower bed are very wet.

Although covering the plants might seem like a good idea, it really won't stop the rain from soaking the soil because it will come from other areas of the garden. There's really not much you can do to help the soil drain after extended rainy periods except to just wait. Sorry I can't be more encouraging.
