Answer: You didn't mention how old the crape myrtle is or how long it has been in the ground. Might be winter kill. Scrape the bark off a few of the branches and look for green tissue. If there's green tissue you will soon see leaves; if the tissue is brown, the branches are dead. I hope it survived!
