is it ok to put lime on grapevines to fertilize the ground?

Lime will mellow acidic soils but grapevines seem to grow well in a wide range of soil pH so unless a soil test indicates a need for lime, I wouldn't apply it. As a rule grapevines do not need supplemental fertilizers but if the growth on yours is poor you can feed with a general purpose 10-10-10.
