Question: Can I cut away the fan at the bottom of the limbs on my weeping cherry? They are longer than the trunk of the tree and lay in the flower bed.

Answer: Yes, you can shorten the branches. Cut up by several feet because wherever you prune the branch will fork and send out two new stems. They will take a while to reach the ground, but eventually they will elongate and touch the ground again.
