We have boxwood shrubs we put in about 3-4 years ago, facing the west. Now some turning brown...do we need fertilizer and if so, what kind?

Browning foliage can be a result of winter damage or even dog urine so it doesn't necessarily indicate a need for fertilizer. Try pruning your boxwoods back by a few inches to encourage healthy new growth. If growth is vigorous and abundant, you won't need to fertilize. If growth is slow, feed with an 8-8-8 formula.
