I try to be an organic gardener avoiding chemicals. Can I use roll roofing/tar paper to hold down the weeds around my apple trees?

While the roll roofing will hold down the weeds, it won't decompose and feed the soil as well as an organic mulch material would. It will also restrict the amount of air and water reaching the trees' roots. You might wish to consider one of the organic mulches traditionally used in orchards such as a heavy layer of hay, straw or even grass clippings.
