Sounds like an infestation of white flies and/or spider mites. Without knowing which, and without knowing what your plant is, it's difficult to offer control strategies. If it is an indoor plant, isolate it so the pests do not spread. If it is an outdoor plant, start by hosing it off with a strong stream of water to discourage the pests. Then try to identify the pests so you'll know how to control them (not all controls are safe to use on all plants or against all insect pests). Wish I could offer more ideas.
