I'm interested in using heat mats to start my seeds indoors, but am appalled at how expensive they are for a mat the size of 1 seedling tray. And I was thinking about six seedling trays! Can I use electric blankets under black plastic? It seems to me like it would work. Is there something I'm not seeing correctly?

I understand where you're coming from and to be honest, it may work. The important thing to determine is just how warm the lowest setting on the electric blanket might be. For most seeds, bottom heat of about 80F is just fine - warmer than that might cook the roots.
