Persimmon trees develop male flowers, female flowers and bisexual flowers. The male flowers will drop without developing fruit; the female and bisexual flowers will sometimes develop fruit but lack of pollination due to weather or lack of insect activity can cause those to drop, as well. There's really not much you can do to stop the flower drop. Hope your tree develops at least a few fruit for you!
