I'd like to know what would be the best way to propagate a mandevilla vine.

Mandevillas can be propagated by cuttings planted in a pots containing a sterile peat/perlite mix. Take 6-inch cuttings and remove the lower leaves before planting. Cover the pots with vented plastic bags and keep the soil moist. They root quite easily this way. Good luck.
