this dahlia tag does not say if it comes back ever year or not and it's in a hanging basket so will it come back year after year

Sounds like you have a border dahlia. These plants are perennial in that they develop tubers underground. At the end of the season after frost kills back the tops of your plants you can dig the tubers and store them over the winter in a cool, dark place that remains above freezing. In the spring replant the tubers and they will grow into new plants. Don't leave the tubers in the hanging baskets outdoors in the winter or they will die. If you don't want to deal with overwintering the tubers, just consider the plants annuals and plan to replace them each spring. Enjoy your dahlias!
