My the soil on my hillside is very hard, because of some sliding during rains. My wife thinks the soil is

I like your idea better! Groundcover plants will slow soil erosion and most are tough enough to deal with your native soils. For an extra burst of energy for newly planted groundcover plants, amend the planting hole with a little compost. This will help the roots establish quickly.
