I need to plant a drought tolerant lawn however our HOA wants us to use Floratam St.Augustine. I have just sand now I want to prep it so it will hold moisture and not create a fungus. Any Suggestions?

You can incorporate some organic matter to help your soil hold moisture. Spread 3-4 inches of compost or aged manure over the area and till it in to a depth of 6 to 8 inches, then level the area. If you can rent a roller, fill it with water and go over the area to help compact it slightly and make it ready for the new turf. Best wishes with your new lawn.
