I have a crape mertial that is not showing any sign of life yet. This is the 2nd one I have planted in the same spot. What am I doing wrong?

Crape myrtle is only marginally hardy in your growing zone. They will die down to ground level in your winters and may or may not resprout the next year, depending upon any microclimate that might be in your garden. There are some really hardy dwarf varieties that can tolerate temperatures down to 0 degrees. You might want to try again with the hardiest crape myrtle you can find.
