I really need help turning my yard into something that my mom can enjoy for mothers day, but I don't know the tools I will need or how I will do it. There is a good set of trees and great soil, but the shrubs are ugly and there are no flowers or a proper bed that won't fill up with weeds.

Without seeing the yard it is hard for me to visualize just what to put where. You might start by investing in a shovel, a rake, and some hand pruners. Then go around the yard, dig out the weeds, prune the shrubs back to promote new growth, and rake away any debris in the yard. Then decide where you like to put a flower bed. You can either dig everything out of that space to make a flower bed, or build a raised bed and fill it with topsoil. Or, if there isn't much room in the yard you can plant colorful flowering plants in containers and set them under trees or beside shrubs. Even if all you do is clean up the yard and set a few containers of annuals around, I think your mom will really enjoy what you've done.
