Due to damage done by a fallen tree I had to cut back one year old echium plants. Will they come back, or should
I replace them?

Echium is a short-lived shrubby biennial or perennial, so cutting back the damaged portions will help the plant produce new stems and leaves. When the plant dies back on its own, it will have scattered seeds from countless little flowers all over the soil. Expect many new plants next spring.
