Most of my patio palm tree leaves are turning brown, I water about once a week and fertilize once a month. What to do?

Browning fronds can be normal this time of year when new fronds are being produced; water stress and overfertilizing are the other common causes. Sounds like you are doing everything right in that respect so I don't know what to suggest. As long as the new fronds are emerging a healthy green, the browing fronds are most likely a normal aging process.
