When the flower is spent you can cut the flower stem down but leave the foliage alone until it ripens and turns brown. As long as they are green, the leaves will be busy manufacturing and transporting energy back to the bulb for next spring's flower. If you cut the leaves off, the bulb won't have enought stored energy to grow and bloom next year.
