I battle suckers coming up from my trees (maple, flowering plum, apple, and flowering pear) all summer. Is there a way to permanently get rid of them, or treat them?

It is natural for the trees you mention to develop suckers at the base and from the roots. Nothing you apply to the suckers will keep them from growing and anything you apply can be transported back to the tree and damage it. I know it is a pain, but pulling or cutting off the sprouts is the best course of action.
