can you plant a tater in ground with the white spud sticking out of it,the ones you buy in the store

You can, but there's no guarantee you will get potatoes from it. Most store bought potatoes have been treated with a growth inhibitor so they won't sprout. And, it's hard to say where your potato was originally grown. It may not be the right variety for your growing region. But, you can certainly try and see what happens!
