I want to know if it is too late to plant strawberry plants, just the bare root, here in San Diego.

You can plant your strawberry crowns now. Since they are new plant you shouldn't expect to harvest any fruit this year. Pick off the blossoms as they open so no fruit will be produced and the energy that would have gone into fruit production will be redirected to the roots, making for a much stronger plant. Next summer you can harvest the fruit and enjoy!
