I want to replace my grass in the front of my house with rocks, and keep the border we plants, do I have to replace the grass with plastic and cover it with rocks?

The best approach is to remove the turf completely, then lay down weed barrier landscape fabric and cover with rocks or stones of your choice. If you don't remove the sod, it will grow up through holes or cracks in plastic sheeting or landscape fabric. Or, you could kill the grass with a vegetation killer such as Round Up and then cover with weed barrier. It is a better choice than plastic. It lasts longer, won't crack as it ages and will allow water to filter through to the soil. Good luck with your project.
