I have a giant Maple tree in the front yard. My front yard is not very big and every time I try to plant something i run into roots. I want kind of an informal English garden, what do you recommend I do?, Do I add top soil?

It won't be healthy for your tree to remove roots or to add soil over the tops of the roots. Any change in soil grade can actually suffocate the roots. Instead of trying to plant in the ground where the tree roots will compete with other plants for moisture and nutrients, why not plant in containers and move the containers around under the tree? You can make a really attractive display in this way. Best wishes with your garden.
