we planted some delphiniums and noticed the tops of the stalks have broken about 2

You can prune off the broken tops. Unfortunately, that's where new flowers would have developed. When the entire flowering stem has finished flowering and the flowers are spent, cut the entire flowering stem down and your plant will develop another, smaller flower stem a little later in the summer. Enjoy your new plants!
