My plumerias suffered from the winter. The tops are shriveled and no new growth has appeared. Do I need to cut the top off and hope new growth appears or leave alone?

Unless the tops turn black and mushy, leave your plants alone. New growth should appear just below the damaged tip. If it starts changing color and turning black, cut below the damage down to healthy stem tissue. New leaves should appear below the cut. Let's hope for the best!
