I have limited space and wonder if I can plant perrenials in containers underground so that I can keep them restrained.

Absolutely! Bury the pots so the rim is also underground. This makes it easier for the soil to receive rainwater or water from the hose. Unearth the pots every 2-3 years and divide your perennials if necessary. Enjoy your garden!
