White bugs on Roses - Knowledgebase Question

I have hybrid tea roses that were attacked early this spring by some small white bugs with wings. They housed on the underneath sides of the leaves and basically destroyed 10 roses in about 2 days. I sprayed and dusted, but it washed off because we had rain every day for 3 weeks. The rain has stopped, but the bugs haven't. They are about to wipe out the rest of my roses. What are these bugs and what can I do to control them?

I just started to have this problem with one if my mini roses, get a small spray bottle and put about 1 tsp of neem essence or bottled undiluted lemon juice, 1 tsp of liquid dish soap, 1 1/2 cup of water, shake well and spray onto plant, you can watch bugs die. Really works and its safe for people and animals.
