can I use landscape cloth for weeds when i am planting petunias?

Sure! Just lay the landscape cloth down over the bed and then cut holes or slits in which to plant your plants. I'd cover the landscape cloth with bark or compost just to disguise it. Your petunias will trail over the bark or compost without problem. Enjoy your garden!
