Question: Planted oleanders 1 year ago. When is the best time to prune and how?

Answer: You can prune your oleanders anytime this spring or summer. You can reduce the size by shearing all over. This will result in a dense and compact plant. Or, you can selectively shorten just some of the branches if you want a natural rather than a formal look. Oleanders will develop at least two, and sometimes four new stems at the site of the pruning cut. Best wishes with your plants.
