if i have mulch around every tree and i want to create a flower bed, what do i do?

If the mulch is organic (shredded bark, compost, grass clippings, etc.) you can simply dig it into the soil and make your flower or veggie bed. If the mulch is larger organic matter - bark nuggets or chips - you may want to rake it out of the area and use it as mulch in another part of your landscape. If the mulch is decorative rocks or other non-organic matter, rake it up and use it elsewhere in your garden. Best wishes with your veggie and flower beds!
