My magnolia tree has died over the winter except for some green shoots..will it eventually come back or do I need to cut it down.

Green shoots indicate something is alive - the roots, perhaps? If so, you can cut down the dead parts and allow the new shoots to grow. Choose the most vigorous to keep and prune the others away. Eventually you'll have a new tree. Enjoy your garden.
