I planted a maple tree about five years ago, it was doing beautifully, until this year. It looks like the top portion is dead, but leaves are branching at the base of the tree. What happen and can I save the tree?

Sounds like winter kill if only the top is affected but the roots are alive (as evidenced by the new growth at the base of the tree. If the top is indeed dead, it won't leaf out at all. Or, maybe parts of it will leaf out later in the year. If so you can prune out the obviously dead branches. If not, you may want to replace the tree.
