can I plant an orange star outside

Guzmania lingulata is the houseplant called Orange Star. It is tender and will not grow outdoors in your region. It does best in bright indirect sunlight, near an east or west window and it appreciates high humidity. If you repot, use a rich potting soil or one made for African Violets. Keep the soil evenly moist at all times and feed every 3-4 weeks with a half strength dilution of water soluable fertilizer (such as Miracle Gro). Enjoy your new plant!
