Roses as Landscape Shrubs - Knowledgebase Question

I am in charge of landscaping a 10-acre park here in my home town. I would like to have a border of roses along the northside (in lieu of fences). What varieties are hardy (zone 3) and easy to care for?

Where winters are really hostile (-30 degrees F and colder), you're best option is to plant the very hardiest shrub roses, particularly any of the Morden and Explorer series from Canada, and/or any of the rugosas.

Winter protection isn't a must for the shrub roses or the rugosas, but I probably would provide some protection anyway, just to protect the town's investment.
