I would like to know how to start pruning my 1 year old PeeGee Hydrangea to grow in a tree form.

You can start now. Choose a single healthy stem and remove all the others. Stake the stem upright and remove all the branches on the lower two-thirds of the stem, retaining the top one third of growth. As things sprout along the lower stem, rub them off. As the branches on the top grow, pinch them back to produce a dense topknot. Enjoy!
