Ligustrum disease - Knowledgebase Question

I have a long row of varigated ligustrum.The ones on ends are big & full;middle ones are smaller.Recently the outer limbs lost their leaves & today in the rain I saw a greenish-grayish covering at the base of the branches extending onto the branches of the smaller shrubs.It peels off & is paper thin.I don't know what it looks like dry.I can't find a similar pic online. Any ideas? Cures?
