we can't figure out the problem with our tree; it has branches with leaves and then half of the same branch has

Sometimes a late frost will kill off leaf buds but the branches usually develop healthy new foliage later in the year. If not, you may be dealing with a disease or insect problem. You might want to take a piece of one of the affected branches to your local cooperative extension office for positive diagnosis. Best wishes with your maple!
