we live in south carolina and having problems with grass,alot of dead under grass, could this be a fungus

It could be a fungus or it might be that your turf has excessive thatch (dead roots and stolons). Dig out a square of turf and measure the straw colored thatch. If it is thicker than a half an inch, you might want to rent a dethatcher to rake out the dead material. You can then overseed and have a lush, thick lawn.
