I'm growing basil in a pot on my 2nd floor balcony. I've noticed all the leaves are getting equally chewed up (some from the edge and some in the middle of the leaves). I found a caterpillar on the underside of a leaf this morning, what should I do?

Caterpillars can consume an huge amount of foliage in a single day! Either continue to pick them off or use the botanical Bt sold as Dipel in the garden section. Bt takes care of caterpillars but won't harm your plants.
